Victor Herbster graduated from the U.S. Naval Academy at Annapolis, Class of 1908. He retired as a U.S. Navy Captain.

Awarded for actions during the World War I
 

The President of the United States of America takes pleasure in presenting the Navy Cross to Lieutenant Commander Victor Daniel Herbster, United States Navy, for distinguished service in the line of his profession in Command of the Armed Guard of the U.S.S. St. LOUIS, where his good judgment and quick action probably saved that ship from being torpedoed on three occasions during World War I, and in one case resulted in sinking of an enemy submarine. Later as Commanding Officer of the U. S. Naval Air Station, Wexford, Ireland, he rendered valuable service in establishing and operating same.
