Awarded for actions during the World War I
 

The President of the United States of America takes pleasure in presenting the Navy Cross to Gunner Mendarus G. Williams, United States Navy, for distinguished service in the line of his profession as Commander of the Armed Guard of the S.S. Buford, and in an encounter with an enemy submarine. On 5 July 1918, the submarine disappeared, then reappeared, and ten more shots were fired, and the submarine finally disappeared.
