Hamilton Harlow graduated from the U.S. Naval Academy at Annapolis, Class of 1912. He retired as a U.S. Navy Lieutenant Commander.

Awarded for actions during the World War I
 

The President of the United States of America takes pleasure in presenting the Navy Cross to Lieutenant Commander Hamilton Harlow, United States Navy, for distinguished service in the line of his profession as Executive Officer of the U.S.S. NICHOLSON in an attack upon the German submarine U-58 during World War I, and subsequently in boarding and taking Command of the torpedoed steamship S.S. LUCKENBACH, which through his firm and efficient action was brought safely into port.
