William Hatch graduated from the U.S. Naval Academy at Annapolis, Class of 1913. He retired as a U.S. Navy Captain.

The President of the United States of America takes pleasure in presenting the Navy Cross to Lieutenant Commander William Gibb B. Hatch, United States Navy, for distinguished service in the line of his profession in Command of the U.S.S. DECATUR, engaged in the important, exacting, and hazardous duty of escorting troops and cargo ships through waters infested by enemy submarines and mines, during World War I.
