Awarded for actions during the China Relief
 

The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor (First Award) to Coxswain John McCloy, United States Navy, for extraordinary heroism in action while serving with the detachment from the U.S.S. Newark, fighting with the relief expedition of the Allied forces in China, 13, 20, 21, and 22 June 1900. During this period and in the presence of the enemy, Coxswain McCloy distinguished himself by meritorious conduct.

Awarded for actions during the Dominican Republic Occupation
 

The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor (Second Award) to Chief Boatswain's Mate John McCloy, United States Navy, for heroism in leading three picket launches along Vera Cruz sea front, drawing Mexican fire and enabling cruisers to save our men on shore, 22 April 1914. Though wounded, Chief Boatswain's Mate McCloy gallantly remained at his post.
