Joel Candler Stephens was born December 13, 1943, in Atlanta, GA. At Fulton High School in Atlanta he was a member of the National Honor Society and the baseball and golf teams.

Joel enlisted in the Navy in February 1963, after attending Georgia Tech night school for two years. After recruit training in San Diego, CA, and electronics technician school at Treasure Island, CA, he reported to submarine schoo in Groton, CT. He subsequently attended nuclear power school in Bainbridge, MD, and then studied at the nuclear power training unit in Windsor, CT.His first duty in submarines was the USS Torsk where he qualified in submarines. He reported to USS Scorpion in July 1967. He was authorized to wear the National Defense Service Medal.

Joel is survived by his wife, the former Jerry Lee Tallent of Decatur, GA; a daughter Tyne Jeannine and his parents, Mr. & Mrs. John Edward Stephens of Atlanta.
