James Edwin Webb was born March 28, 1944, in Poulding, Ohio. While attending the Air Academy High School, he played football and was a member of the wrestling team. He received the most improved lineman award in 1962. He attended Fort Lewis College in Rurango, CO. 

James enlisted in the Navy in Denver, CO, on February 23, 1965. After completing recruit training at San Diego, CA, he attended machinist's mate school at Great Lakes, IL. He was assigned to the repair ship, Hector, before reporting to nuclear power school at Vallejo, CA. James was then assigned to the nuclear power unit in Idaho Falls, Idaho. 

He successfully completed submarine school in Groton, CT on February 5, 1968 and was assigned to USS Scorpion. He was aurthorized to wear the National Defense Service Medal.

James is survived by his widow, the former Peggy Lou Higby of Colorado Springs, CO, and his parents, Mr. & Mrs. Jack H Webb, also of Colorado Springs.
